The 2026 costs of a new fishing lake, chapter by chapter, the permit chain in order, EU funding and how long it takes until the first paying angler.

"How much does it cost to build a fishing lake" is the question everyone who considers one asks, and the forum thread in which Romanians asked each other has 489 replies and 400,000 views gathered over 15 years. The short answer is that the lake itself, the hole with water in it, is the cheap part. The land, the permits, the fish, the fence, the pontoons, the electricity and the person at the gate are what separate a hobby of a few tens of thousands of lei from a business of a few hundred thousand euros.

Below are the 2025 and 2026 costs, chapter by chapter with their sources, the permit chain in the order it is obtained, what changed in 2026 for pond approvals, which EU funds really exist and how long it takes until the first paying angler. The prices and the permits are Romanian; the cost structure and the lessons apply to building a pay-to-fish water anywhere.

**In short**, a finished commercial lake costs, by the cases in the press, around 40,000 to 50,000 euros per hectare of water, with cabins and pontoons. A modest one-hectare lake with a fence, ten swims, a cabin, power, fish and paperwork comes to about 150,000 to 260,000 lei excluding land and excavation, which is quoted per job and varies enormously. Permits come in order (planning certificate, environmental screening, water-management approval, building permit, then the operating authorisations and the aquaculture registration), and since 2026 pond approvals come with stricter guarantees and deadlines. The first angler usually pays in the second or third season.

## Two roads, dig or convert

The first decision is whether you dig a new lake or convert an existing one, a former gravel pit, a communal pond, an abandoned fish farm. Conversion looks cheaper, but the two problems that recur in every forum discussion about gravel pits are water less than a metre deep, which freezes and kills the fish in winter, and steep banks, which collapse and hold no swims. Deepening a ten-hectare pit by one metre costs as much as digging a new lake.

The 2026 context matters for anyone filing a dossier in Romania. In February 2026 the Ministry of Environment reported that of about 1,200 water-management approvals issued for fish ponds over ten years, only about 102 ponds exist on the ground, and 746 operated as gravel pits, with about 230 million cubic metres of aggregates extracted. In April 2026 the government announced limits on duration, surface and depth for such works, financial guarantees for restoring the land and stricter checks. For an owner who really wants fish in the water, that means a better documented file, a guarantee to lodge and a shorter clock before works must start.

## The land

The information below is general, not legal or tax advice.

- **The price.** According to statistics published in December 2025, a hectare of arable land in Romania cost on average 43,280 lei in 2024 (about 8,700 euros), with a maximum of 62,477 lei around Bucharest and a minimum of 37,693 lei in the north-east. County estimates run from 2,500 to 4,000 euros per hectare in Vaslui, Vâlcea and Argeș to 10,000 to 15,000 in Timiș. Pasture is cheaper, around 31,000 lei per hectare. Land next to a big city, with a road and power, costs several times the average.
- **Lease or concession.** If you do not buy, farmland leases in 2025 ran around 700 to 1,500 lei per hectare per year, depending on the area. Lakes in the public domain are concessioned by auction, for at most 49 years, with an annual royalty; what to check on a concession is in the guide to [**buying or leasing a fishing lake**](https://lakebooking.com/blog/buying-or-leasing-a-fishing-lake-checklist).
- **Taking land out of agricultural use.** The 2026 fees, set by Ministry of Agriculture Order 10/2026, are 2.15 to 4.29 lei per square metre depending on the quality class, so 21,500 to 42,900 lei per hectare. The nuance to check with the town hall and the cadastre office is that under Law 18/1991, fish ponds count as agricultural land, so the lake itself may be a cheaper change of land-use category, while the cabins and the car park are what require removal from agricultural use and the fee.

## Excavation and dykes

A one-hectare lake with an average depth of 2 metres means around 20,000 cubic metres of earth moved. How it is invoiced changes the price by an order of magnitude.

- **Per cubic metre,** contractor directories in 2026 listed a medium 19-tonne excavator at about 30 to 60 lei per cubic metre, a mini-excavator at about 150 lei per cubic metre, plus 10 to 15 lei per cubic metre for hauling soil away. At those rates, 20,000 cubic metres would cost 600,000 to 1,200,000 lei, which nobody pays for a lake.
- **Per hour,** the same excavator costs 150 to 200 lei an hour plus VAT, and a 20-tonne machine digging in good conditions moves tens of cubic metres an hour. The cost per cubic metre then falls to a few lei, plus fuel, mobilisation (200 to 500 lei) and the dozer that shapes the dykes. The hourly productivity is our assumption, not a published figure.

The practical conclusion is to get quotes per job, not per cubic metre, from two or three earthmoving firms, and keep the soil on site for dykes and slopes. The advice repeated over 15 years of forum remains valid. Dig for 3 metres of water, not 2, because the hole does not fill to the top and depth is your oxygen insurance in summer; slope the banks gently, so they hold and so someone who falls in can get out; leave half a metre of reserve above the water table.

A liner is needed only on permeable ground. PVC pond liner cost 14 to 31 lei per square metre in 2026 depending on thickness; on clay, the classic method is compacting the clay, with no liner. Most of the lakes on the forums are dug into the water table or into clay and have no liner at all.

## Water

A lake with no fresh water source and no overflow is the most often cited regret of those who built one. The options are the water table (cheap, but uncontrolled), a well (130 to 350 lei per metre drilled in 2026, a 30 to 50 metre well 4,000 to 7,500 lei, the package with pump and filters 7,000 to 12,000 lei), a canal or stream (with a water-management approval for intake and discharge). The monk structure for draining and level control, and the pumps, are made to order; we found no list prices, so ask a hydraulic contractor for a quote. Oxygen is the other chapter. Above 22 degrees, densely stocked lakes need aerators.

## The fittings

| **What you build** | **Price seen in 2025 and 2026** | **For one hectare** |
| --- | --- | --- |
| Mesh fence, installed | 130 to 200 lei per linear metre | 400 metres of perimeter, 52,000 to 80,000 lei |
| Floating timber swim or one on floats | 2,700 to 6,500 lei each | 10 swims, 27,000 to 65,000 lei; fixed swims on piles are built on site, on quote |
| Turnkey timber cabin | 2,000 to 4,400 lei per square metre | 20 m², 40,000 to 88,000 lei |
| Electricity connection | 1,500 to 7,000 lei, by distance and power | extending the grid to the property, outside built-up areas, is paid by the applicant; ask for the technical connection approval early |
| Eco toilet | 2,000 to 2,150 lei second-hand; about 500 euros new | or a monthly rental, on quote |
| 4-camera CCTV kit | 600 to 1,340 lei | plus internet |
| Gravel road and car park | on quote | one lake in Constanța county laid over 1,000 tonnes of stone for its road and car park |
| Signs, scales, mats for hire | a few hundred lei each | |

The fence and the cameras are not optional. On legal forums, a lake concession holder described in 2016 harassment by a group of 10 to 15 locals, and the lawyer's advice was to film and file a criminal complaint at every incident. The cost of guards is in the next section.

## The fish

A first stocking of a recreational fishing lake, at 300 to 500 kg of 1 to 2 kg carp per hectare and 20 to 25 lei per kilo plus VAT, costs 6,000 to 15,000 lei per hectare, plus transport and yearly top-ups. A fed and aerated lake, at a tonne per hectare, costs two to three times more, plus feed. Species, densities, timing, transport and the fish paperwork are in the guide to [**stocking a fishing lake**](https://lakebooking.com/blog/stocking-a-fishing-lake-species-quantities-costs).

## The people

An employee on the Romanian minimum wage costs the employer about 4,418 lei a month from 1 July 2026 (Government Decision 146/2026), around 53,000 lei a year. Round-the-clock guarding needs about 4.2 full-time equivalents, so around 220,000 lei a year before night supplements. It is by far the largest running cost of a lake and the reason many small lakes are guarded by the owner's family. How this cost enters profit is in the guide to [**whether fishing lakes are profitable**](https://lakebooking.com/blog/are-fishing-lakes-profitable).

## The permits, in the order you get them

The chain below is the one required by the Romanian water authority's official pages and by the laws cited; check every step with the authority in your county, because practice differs and the laws changed in 2025 and 2026. The paperwork after opening, the company, the activity code, the cash register and taxes, is in the guide to [**fishing lake permits and taxes**](https://lakebooking.com/blog/fishing-lake-permits-and-taxes). In other countries the sequence is similar, planning consent, environmental screening, a water or impoundment licence, a building permit, then operating permits.

1. **The planning certificate** from the town hall, which tells you what the zoning plan allows on that land and which approvals you need. Outside built-up areas, if the general plan does not allow the use, you need a zonal urban plan.
2. **Environmental screening** at the county environmental agency under Law 292/2018, a notification, then the screening decision, which says whether the project needs an environmental agreement. A Natura 2000 site nearby adds the appropriate assessment and lengthens everything.
3. **The water-management approval** from the water authority (the river basin administration or the county water system), at feasibility study stage, before works, with technical documentation drawn up by an accredited institution, the planning certificate and the screening decision in the file. The approval lapses if works do not start within two years, and since 2026 land-restoration guarantees come with it.
4. **The building permit** for dykes, the monk, pontoons, cabins and fence under Law 50/1991, and, as applicable, the change of land-use category or the removal from agricultural use with the fee above.
5. **After the works.** The water-management authorisation for operation, the environmental authorisation with its annual visa, the aquaculture registration under Law 206/2025 for lakes used only for recreational fishing, and the veterinary registration with the county directorate before the first stocking. If your dyke retains water permanently, the dam-safety regime applies too, with a category classification and an expert assessment.

No text we read gives a number of days for the whole chain. The cases in the press speak of years. A complex in Dâmbovița county took two lakes on concession at the end of 2017 and was a business three and a half years old in September 2021.

## An indicative budget for one hectare

The sums below add up the ranges in this guide for a one-hectare lake with ten swims and a cabin. They are a calculation frame, not a quote; replace every row with your own figures.

| **Chapter** | **Estimated range** |
| --- | --- |
| Land, one hectare at the national average or county prices | 45,000 to 75,000 lei, far more near a city |
| Excavation, 20,000 m³ | on quote; from a few tens of thousands of lei at hourly rates, with soil kept on site, to unpayable sums if invoiced per cubic metre |
| Designs, approvals, permits, the land-use fee for buildings | 2,500 to 15,000 lei for designs and approvals, plus 21,500 to 42,900 lei per hectare taken out of agricultural use |
| Fence, 400 m | 52,000 to 80,000 lei |
| 10 swims | 27,000 to 65,000 lei |
| 20 m² cabin | 40,000 to 88,000 lei |
| Well, pump, power, toilet, cameras | 15,000 to 30,000 lei, without the grid extension |
| First stocking | 6,000 to 15,000 lei |
| Total excluding land and excavation | around 150,000 to 260,000 lei |
| Guards, per year | 53,000 lei for one person; about 220,000 lei round the clock |

The cases in the press give the commercial scale. A complex of about 10 hectares with 18 cabins, started with about 400,000 euros of own funds and bank loans (Ziarul Financiar, 2021), and a luxury lake in Constanța county with over 500,000 euros invested in road, car park, 20 reed-roofed pontoons and permanent guards (Capital, 2013). Both are figures declared by their owners, not audited.

## EU funding, briefly

Romania's Programme for Aquaculture and Fisheries 2021 to 2027 has a total budget of about 232 million euros, of which 162 million from the Union. The investment action for aquaculture (setting up, extending, modernising) had two calls, closed in July 2025 and February 2026, the second with 133.6 million lei and grants between 25,000 lei and 30.6 million lei; in October 2026 no investment call was open. A separate action pays environmental compensation of 174.92 euros per hectare per year to extensive farms, but requires a valid aquaculture licence, the aquaculture activity code, an environmental authorisation with its annual visa and marketed production. Two things to remember. Without a registered aquaculture unit and a company you are not eligible, and whether recreational fishing is an eligible investment in future calls is checked in the applicant's guide, on the managing authority's site, when the call opens. Guides and calls are published on ampeste.ro and applications go through MySMIS2021. Other EU countries run their own programmes under the same fund; the licence-first rule is common to all of them.

## How long it takes and when you earn the first leu

There is no official figure, but there are patterns. The permit chain and the works take a season or two. Fish need two weeks of quiet after stocking and the ecosystem settles, by the experiences on forums, in 2 to 5 seasons; many lakes still open in the first year after a stocking with 1 to 2 kg fish. Then comes the part few people budget for, being found. A new lake with no page, no published rules and no online bookings loses its first season waiting for anglers who do not know it exists.

The prices you will charge are in the guide to [**fishing lake pricing**](https://lakebooking.com/blog/fishing-lake-pricing-how-to-set-rates), and how you turn them into profit and at what occupancy you break even, in the guide to [**whether fishing lakes are profitable**](https://lakebooking.com/blog/are-fishing-lakes-profitable). If after this calculation buying a ready-made lake looks more rational, read what to check [**before buying or leasing a fishing lake**](https://lakebooking.com/blog/buying-or-leasing-a-fishing-lake-checklist).

## Frequently asked questions

**How much does a one-hectare fishing lake cost to build?** Excluding land and excavation, around 150,000 to 260,000 lei for a fence, ten swims, a cabin, a well, power, cameras, the first stocking and paperwork, at 2025 and 2026 Romanian list prices. Land adds 45,000 to 75,000 lei at average prices, and excavation is quoted per job. Commercial complexes with cabins have cost 40,000 to 50,000 euros per hectare, by their owners' statements.

**How much does digging a lake cost?** It depends on how it is invoiced. At hourly rates, 150 to 200 lei an hour plus VAT for a 19 to 20 tonne excavator, with the soil kept on site for dykes, the cost per cubic metre falls to a few lei. Per cubic metre, directories list 30 to 60 lei, unpayable sums for 20,000 cubic metres. Get quotes per job.

**What permits do I need for a new lake in Romania?** In order, the planning certificate, environmental screening, the water-management approval, the building permit and, as applicable, removal from agricultural use; after the works, the water-management authorisation, the environmental authorisation, the aquaculture registration and the veterinary registration. Since 2026, pond approvals come with stricter guarantees and deadlines.

**Can I get EU funding for a fishing lake?** Romania's Programme for Aquaculture and Fisheries 2021 to 2027 funds setting up and modernising aquaculture units, but the investment calls closed in 2025 and February 2026, and eligibility requires a company and a registered aquaculture unit. Whether recreational fishing is eligible is checked in the applicant's guide at the next call.

**How deep should the lake be?** The advice repeated by those who built lakes is 3 metres of water, with gently sloped banks and a deeper area for overwintering. Below a metre, fish die in winter, and a hole dug to 2 metres does not fill to the top.

**How soon do I have my first angler?** Usually in the second or third season, after permits, works and a stocking with 1 to 2 kg fish. A lake page, rules and online bookings prepared before opening shorten the wait for the first bookings.
