What to Check Before Buying or Leasing a Fishing Lake

Whoever wants to buy a fishing lake finds classified ads and little else. No page tells you what to check before you sign. The difference between a lake you own and a "lake" that is in fact a concession contract on the town hall's land shows in the price, from 2,000 to 66,000 euros per hectare, and in what remains yours after you have paid.
Below are the prices asked in October 2026, the question to ask before all others, the document checklist, the fish and business audit and what to do in the first 90 days after purchase. The legal information is general, not advice, and refers to Romania; a notary and a lawyer read the documents before signature, and elsewhere the same questions go to your own land registry, water and environmental authorities.
In short, an owned lake with no buildings outside the Bucharest ring was asking 14,000 to 23,000 euros per hectare; one near Bucharest with the dyke in the land book 59,000 to 66,000; one "for sale" at 2,000 to 2,300 euros per hectare is almost certainly a concession. A concession cannot be sold as such. The Civil Code forbids the concession holder from alienating the asset and the contracts forbid assignment, so "handing over a concession" means either buying the company that holds the contract or a new contract with the council's consent. You check the land-book extract, the water-management authorisation, the dam-safety authorisation, the environmental authorisation with its annual visa, the aquaculture registration, the concession or lease contract and the tax clearance certificate, then the fish, with a netting day.
What the ads tell you
The ads sit on the general classified portals, by county, and their vocabulary is not the law's. Buyers write "to rent" where the law says lease, and sellers often write "handing over lake concession", a phrase that already says a lot.
Two quality problems appear in almost every third listing seen in October 2026. The surface entered in square metres instead of hectares, and the price per square metre entered as the total price, or the reverse. An ad with 23 hectares in the text and 23,000 square metres in the surface field is not a bargain, it is a data-entry error. Always compute the price per hectare from the figures in the text and ask for written confirmation.
What sellers ask per hectare in October 2026
The figures below are asking prices from ads, not completed transactions, computed from the declared surfaces. They come from live listings and a few older ones, not from a market statistic.
| What is sold | Asking price per hectare | Examples |
|---|---|---|
| Owned lake, no buildings or simple fittings, outside the Bucharest ring | 14,000 to 23,000 euros | 20 ha in Călărași county, turnkey, with 135 swims, stock and licences, 280,000 euros; 2 ha of water in Bihor; 10 ha in Ialomița with a concrete dyke and monk |
| Owned lake about 30 km from Bucharest, with the land under water and the dyke in the land book | 59,000 to 66,000 euros | 19 ha and 38 ha in Ialomița county, 1.25 and 2.25 million euros |
| Small lakes in Transylvania and Banat, 1 to 16 ha, sold with land or a house | 30,000 to 112,000 euros | the land and buildings set the price, not the water |
| Concession, or a price that gives a concession away | 2,000 to 2,300 euros | 23 ha in Ialomița, 45,000 euros; 198 ha in Buzău with assets and 39 tonnes of fish, 450,000 euros |
| 30-year concession with a cabin and licences | 12,500 euros | 20 ha in Teleorman, 250,000 euros |
| Rental | 3,800 euros, probably per month, for 12.6 ha | a single live listing |
No ad stated the annual royalty or how many years remain on the concession. Both are asked for before any visit. As a reference for what a concession holder pays a council, a commune in Ilfov county opened its 2024 auction for a 6.5 hectare lake at 7,162 lei a year, and a county council asked in 2018 for a minimum of 82,593 lei a year for 69 hectares of wetland, around 1,200 lei per hectare per year, indexed yearly with inflation.
Question zero, is the lake the seller's?
Three situations cover almost every ad, and each is checked with an informational land-book extract, which anyone can order online from the Romanian cadastre agency for 20 lei.
- Private property. The land under the water, the dyke and the bank are in the land book in the seller's name, with the land-use category "standing water". It sells at the notary like any land. Check part three of the extract for mortgages, seizures and prohibitions, and check whether the dyke is in the same land book; sellers who have it say so in the ad precisely because it is rare.
- A concession on public property. The lake belongs to the town hall, the county council or the state (the former state fish farms administered by the fisheries authority), and the seller holds a contract of at most 49 years, with a royalty. The Civil Code provides in article 872 that the concession holder may not alienate or encumber the concessioned asset, under absolute nullity, the Administrative Code forbids sub-concession, and standard contracts forbid assignment. "Selling the concessioned lake" means, in practice, either buying the seller's company (with all its debts) or the council accepting the end of the old contract and signing a new one with you. Ask the council before paying a deposit.
- A lease from a private owner. The Civil Code lists fish ponds among the agricultural assets that can be leased, in writing, with the contract filed at the town hall within 15 days. Subletting is forbidden, and assignment happens only with the owner's written consent and only to a spouse or descendants. "Handing over a lake rental contract" therefore means a new contract with the owner. Check the reverse too. If a registered lease exists on the land you are buying, the tenant stays and has a right of first refusal on the sale.
The document checklist
| Document | What you check | Why it matters |
|---|---|---|
| Informational land-book extract | the owner, the land-use category, the surface against the ad, part three (encumbrances) | shows whether the lake is in the public domain and whether it carries mortgages |
| Water-management authorisation | the holder, expiry date, intake and discharge conditions, the dam safety agreement | it is issued to a named holder; after purchase you request it in your name from the river basin administration |
| Dam safety authorisation | the importance category (A to D), the last expert assessment, the operating regulations | obligations follow the holder; at the 2022 check, of 2,013 category C and D dams, 809 had never been authorised |
| Environmental authorisation and annual visa | validity, conditions, whether the lake sits in a Natura 2000 site | Emergency Ordinance 195/2005 requires notifying the environmental authority within 60 days of a change of holder |
| Aquaculture registration or licence | in whose name it is, which species it covers | Law 206/2025 introduced the aquaculture registration for recreational fishing lakes; a lake with no registration at all is a question mark |
| Concession or lease contract | remaining term, the royalty and its indexation, the assignment clause, investment obligations, assets that revert, termination by right for non-payment | one county council's standard contract terminates by right 30 days after a late royalty |
| Tax clearance certificate | the seller's debts to the local budget | the Fiscal Procedure Code requires it for the alienation of land and buildings; a deed concluded without it is void |
| For a company | the tax authority certificate, the trade register extract, financial statements, environmental and tax fines | when you buy the company, the debts come with it |
| Building papers | building permits for cabins, pontoons, fence | unpermitted constructions cannot be registered and may be demolished |
What a new lake needs out of all this, and in what order, is in the guide to how much it costs to build a fishing lake, and the operating paperwork, the company, activity code and taxes, in the guide to fishing lake permits and taxes.
The business checklist
The fish. The tonnage in the ad ("4 to 5 tonnes of carp, 12 tonnes of crucian carp") is a statement until you see it. Ask for the stocking invoices of the last three years (species, kilos, supplier, date), the catch log or swim records and the veterinary certificates of the last deliveries. Then pay for a netting day with a fish-farming engineer. The European standard for still waters uses multi-mesh gillnets and gives the species list, abundance and size distribution. What the fish is worth per kilo and what replacing it costs is in the guide to stocking a fishing lake.
The revenue. Ask for tickets sold per month over the last three years, to see the seasonality, the annual passes and their price, the accommodation nights, the share of card payments, the fiscal receipts and, for a company, the public financial statements. Prepaid annual passes are a service you will owe after purchase, so you honour them or deduct them from the price.
People and contracts. The guard with a car and cabin in the ad comes with an employment contract; in an asset deal, employment contracts transfer to the new employer, and in a share deal they simply stay. List the contracts for power, security, waste, the fish supplier, the dam insurance and the accounts on booking platforms.
The online presence. It is the asset most often forgotten at the notary. A Google Business Profile is transferred only by the current primary owner, from the profile settings, and a new owner waits 7 days before being able to delete the profile or other users. The Facebook page needs full control granted to you and the seller removed. Ask in whose name the site's domain and the phone number anglers know are, and whether the lake's name is a registered trademark of the seller's company when the land and the company are sold separately. Download the review history before the transfer.
Good signs and bad signs
Good signs are the aquaculture licence and the water-management authorisation on the table, not "all approvals up to date" in the text; the dyke in the land book; stocking invoices; published rules and current prices; reviews with recent dates.
Bad signs are a price that gives a concession away presented as a sale; a royalty and remaining years that are "to be discussed"; a surface in the ad's field that differs from the text; a dam with no assessment and no category; a "turnkey business" with no revenue figure; a seller who refuses a netting day.
The first 90 days after purchase
- Notify the environmental authority within 60 days and request the water-management authorisation and the aquaculture registration in your name; register with the veterinary directorate and the town hall for local taxes.
- Take over the Google profile, the Facebook page, the domain and the phone number; do not let anglers call a number that no longer answers.
- Publish your own rules and price list, dated, before the first weekend. The template is in the guide to fishing lake rules, and the price ladder in the guide to fishing lake pricing.
- Honour existing passes and bookings, then move bookings into one calendar.
- Announce your first stocking, with photos. Nothing says "the lake has a new owner" more clearly.
If the lake is already on LakeBooking, claim it
LakeBooking already lists lakes whose owners have not yet joined the platform, so that anglers can find them. If the lake you are buying is among them, open its page, press "Unclaimed listing" and then "Claim this lake", tell us who you are and your connection to the lake, and after verification the listing, calendar and bookings become yours. If it is not listed, you list it for free, with no subscription and no listing fee, with your own swims, packages, prices and rules. How claiming and listing work is explained on the become a host page, and the page for lake owners lets you ask us to build the listing for you. The lakes already listed are in the lake directory.

Frequently asked questions
How much does a hectare of fishing lake cost? In Romanian ads from October 2026, 14,000 to 23,000 euros per hectare for an owned lake with no buildings outside the Bucharest ring, 59,000 to 66,000 near Bucharest with the dyke in the land book, and 2,000 to 2,300 euros per hectare where the price gives a concession away. These are asking prices, not transactions.
Can I buy a concessioned lake? Not the concession itself. The holder may not alienate the asset, sub-concession is forbidden and the contracts forbid assignment. In practice you either buy the company that holds the contract or the council signs a new contract with you. Ask the authority that granted the concession before any deposit.
Which documents do I check before buying a lake? The land-book extract, the water-management authorisation, the dam safety authorisation, the environmental authorisation with its annual visa, the aquaculture registration or licence, the concession or lease contract with all its clauses, the tax clearance certificate and the building permits for cabins and pontoons.
How do I check how many fish are in the lake? With the stocking invoices, the catch records and a netting day done by a fish-farming engineer, following the European standard for still waters. The tonnage in the ad remains a statement until then.
What happens to the permits after purchase? The water-management authorisation and the aquaculture registration are requested in the new holder's name, and the change of holder of the environmental authorisation is notified within 60 days. The dam's obligations follow the holder.
The lake is already listed on LakeBooking. What do I do? You claim it from its page, with "Claim this lake". After verification, the listing, calendar and bookings move to your account, and you correct your prices, rules and photos.
